BHC managed Port Townsend’s Shoreline Master Program update. As one of the early adopters recognized by the Legislature, Port Townsend was committed to completing the update by the end of 2005, despite a range of complex shoreline issues ranging from protection of critical salt water habitat to preservation of historic structures. Stakeholder involvement included coordinating with State Parks (Fort Worden), State Ferries, Tribes, DNR and the Port of Port Townsend, in addition to the Department of Ecology, the City, and the public. The Department of Ecology approved the SMP on February 14, 2007

During the SMP update, Port Townsend set new precedents for developing shoreline restoration plans and assessing the cumulative impacts of shoreline plans.
 
In addition to balancing the fundamental goals of the Act (i.e., public access, environmental protection, and appropriate uses), the city also grappled with retaining its small-scale historic character and maritime heritage. Creative solutions included: 
 
  • Promoting adaptive reuse of existing historic buildings in Point Hudson Marina
  • Concentrating water-dependent uses at the Boat Haven, a working shipyard
  • Providing restoration/public access incentives along the Urban Waterfront
  • Limiting new over-water structures to those that support water-dependent uses or public access
