Senior Project Manager
Larry Amans has over 30 years of experience in the design and management of civil engineering projects in the fields of stormwater, roadway, and water and wastewater pipelines and pump stations. Project responsibilities include studies, preliminary and final design, preparation of plans and specifications, and construction management. Larry’s project experience includes stormwater system designs of up to $4 million in construction value, 15 miles of urban and rural roadway design, nine water/sewer/storm pump stations of up to 500 MGD capacity, and 15 water supply pipeline, storage reservoir, and supply study projects, with pipelines up to 84 inches in diameter.
Ronald A. Dorn, PE
Principal Engineer
Ron Dorn has over 25 years of engineering experience involving water and wastewater pump station design, computer modeling and water system planning, hydraulic analysis, transient analysis, reservoir sizing and design, water treatment and distribution, and wastewater treatment projects. His experience includes 25 water pump stations, 43 wastewater pump stations, 13 water reservoirs, 19 water system planning projects (including hydraulic analysis), 27 transient analysis projects, and many more miscellaneous water system projects. His clients have included Alderwood Water District, and the Cities of Arlington, Bellingham, Bellevue, Redmond, Blaine, Oak Harbor, Mercer Island, Seattle, Snoqualmie, and Auburn.
Dave Harms, PE
Senior Engineer
Dave Harms has over 24 years of experience in stormwater, water and wastewater projects, including comprehensive planning and design studies for stormwater conveyance and control facilities, water distribution systems and wastewater collection systems. His professional experience is primarily in drainage basin and utility systems modeling and design using state of the art hydrologic and hydraulic computer models to analyze a wide range of scenarios. Dave has extensive experience using HSPF, MOUSE, SWMM, WWHM, MGSFlood, KCRTS, StormShed, HEC-RAS, HYDRA, WaterCAD, EPAnet, HAMMER and SURGE5 modeling software.
Bard B. Horton, PE
Principal Engineer
 Bard Horton has 20 years experience in design, project management and construction administration on a broad range of civil engineering projects. He has experience in hydraulic, wastewater, and landfill engineering design and analysis; hydrologic analysis; and hydraulic and hydrodynamic modeling. He has designed wastewater and landfill leachate treatment and conveyance facilities; performed stormwater drainage studies; and designed stormwater management facilities. He has conducted numerical modeling studies of dispersion, advection, and tidal and wind driven circulation in marine embayments and estuaries. Bard has worked with the Cities of Everett and Bellevue, Seattle Public Utilites, King County, Snohomish County, and Skagit County.
Jeffrey A. Howard, PE
Principal Engineer
Jeff Howard has provided specialized experience in wastewater collection and treatment facility planning, process and mechanical design, construction engineering, design-build project management, operations and upgrade studies, emergency response planning studies and start-up assistance for over 30 years. He has been in charge of the design and/or construction management of more than 25 treatment plants. He has served as design-build manager for water/wastewater treatment projects. His responsibilities included proposal and bid preparation; team building; subcontract negotiation and preparation, project schedule and profitability monitoring; and attainment of project performance, safety and profitability goals.
Reed A. Kelly, PE
Principal Engineer
Reed is a project manager and senior engineer with over 25 years of diverse experience in planning, permitting, designing, and constructing water, wastewater, stormwater, solid waste and general civil facilities. He is responsible for the preparation of engineering studies, facility plans, plans, specifications and cost estimates, and has experience in providing construction support and management. Reed is also responsible for the management, supervision and development of staff, as well as the management of multi-disciplinary teams of engineers and sub-consultants.
Jeffrey S. Kreshel, PE
Senior Project Manager
Jeff has over 17 years of experience in the planning, design, and construction of municipal projects in the areas of water, wastewater, stormwater, and transportation. In the last ten years, Jeff has successfully managed more than 30 municipal infrastructure projects including project coordination and community involvement for the Cities of Renton, Oak Harbor, Sultan and Ferndale among others. Jeff has been praised for his ability to communicate and coordinate with municipal, utility, and franchise utility stakeholders, and he has a solid record of delivering his projects on time and on budget.

With over 35 years of experience, Jim Lutz specializes in the structural design of water and wastewater infrastructure for public and private clients. His project experience includes water and wastewater pipelines, storage and treatment facilities, roads, site development, drainage, light structures, and marine facilities for the Cities of Redmond, Bainbridge Island, Bellingham, Olympia, Tacoma, and Quincy; Seattle Public Utilities; Quadrant Corporation; and Snoqualmie Ridge.

 Chen Shen has provided civil engineering since 1975. Most of Chen's experience has been in the study, planning, design, and construction engineering of a variety of municipal and industrial wastewater systems. He has provided these services to the Cities of Snohomish, Monroe, Bellingham, and Arlington; Clallam County Utility District #1; Southwest Suburban Sewer District; and City of Beijing, China.
