Gary Bourne, PE
President
 
Gary Bourne has over 30 years of experience in the design, management and administration of public works facilities. He is also skilled in grant writing and assists clients with funding allocations and permitting. Gary’s broad knowledge and experience allow him to work with municipal clients as a senior engineer, representing their interests and guiding their development.

He has distinguished himself among colleagues and clients alike for his attention to technical excellence and client service. The long-standing professional relationships that he has developed throughout his career are evidence of his ability to consistently deliver projects that are successful and meet client expectations. Gary was recently named 2007 Engineer of the Year by American Council of Engineering Companies (ACEC) of Washington.
 
 
Craig P. Chambers, PE
Director of Civil Engineering
 
Craig Chambers has more than 30 years of experience in the design, construction and management of wastewater, stormwater and water projects for municipalities, counties and special service districts. Craig has successfully evaluated, designed and provided construction services for more than 60 wastewater projects. This experience includes authoring 15 comprehensive sewer plans, 10 wastewater treatment plants, 22 pump stations and pipelines projects (including vacuum sewers, grinder pumps and traditional gravity collection systems), and I/I reduction projects under the King County program. Craig has worked with the cities of Ocean Shores, North Bend, Monroe, Auburn, Bainbridge Island and Oak Harbor; Pierce, Thurston and King Counties; and SW Suburban Sewer and Lakehaven Utility Districts.
 
 
Martin Harper, PE, PhD
Principal Engineer

Marty Harper has over 30 years of experience in wastewater management and water quality projects in Washington, Alaska, Nevada, Montana and Wisconsin. His expertise includes comprehensive sewer plans, inflow/infiltration studies, combined sewer over-flow studies and wastewater facilities plans. Project experience includes gravity sewers up to 48-inch diameter, force mains up to 24-inch diameter and pump stations up to 10,000 GPM capacity. He has managed wastewater facilities projects ranging from planning and preliminary engineering through final design and services during construction for projects up to $10 million in construction value. He has participated in community involvement programs and has served as an expert witness for several public and private clients.
 
 
Ronald A. Dorn, PE
Principal Engineer

Ron Dorn has over 25 years of engineering experience involving water and wastewater pump station design, computer modeling and water system planning, hydraulic analysis, transient analysis, reservoir sizing and design, water treatment and distribution, and wastewater treatment projects. His experience includes 25 water pump stations, 43 wastewater pump stations, 13 water reservoirs, 19 water system planning projects (including hydraulic analysis), 27 transient analysis projects, 15 miscellaneous water system projects. His clients have included Alderwood Water District, and the Cities of Arlington, Bellingham, Bellevue, Redmond, Blaine, Oak Harbor, Mercer Island, Seattle, Snoqualmie, and Auburn.
 
 
 
Roger Wagoner, AIA, FAICP
Director of Community Design

Roger Wagoner is a certified planner with 35 years experience in planning, environmental analysis, and community development with work provided throughout the Pacific Northwest and Alaska. He is recognized for his expertise in land use planning and growth management plans, environmental and housing analyses, urban design plans, capital development programs and community facilitation. He excels in team building and project team management and has developed planners’ training curriculum for state agencies.
