  • Designed an above-ground temporary HDPE supply line that will be dismantled after construction and turned over to the City for reuse on future pipeline projects.
  • Secured state loans of $200,000 for engineering, and are in the process of securing $900,000 more for construction.
Due to planned future highway construction, in accordance with a franchise agreement with the Washington State Department of Transportation, the City of Oak Harbor found it necessary to relocate and replace portions of their two existing 24- and 10-inch primary water transmission mains, which were providing approximately 95% of the City’s water supply.

BHC Consultants worked with City staff to develop and design two separate projects totaling approximately 6,500 feet of 24-inch ductile iron water transmission main. Phased construction was specified to keep both the highway and waterlines in operation during construction.

BHC also worked with City staff to apply for and eventually secure approximately $1.0 million and $1.8 million loans for the projects, which ranked 5th out of 87 (FY 2005) and 7th out of 134 (FY 2006) on the recommended funding lists, respectively.
